I captured this sound on my canon powershot a460 digital camera. It was a horrible night, with strong winds and heavy rain. I went to my garden shed and positioned my camera at the small window inside my shed as there is a small hole in the right hand corner of the window, and through this small hole the wind blows through it making this whistle sound, almost like a flute. This sound was created by using the memo feature of my digital camera. It was recorded while standing under an overpass during a rain storm. If you listen carefully, you will hear traffic overhead and the rain pelting the ground nearby.
